a.) it's summerslam, the last time he won the title was at a Summerslam! They have a thing will Orton and trivia, like his Survivor Series run, the Legend killer gimmick, etc. It's all trivial stuff surrounding his gimmick.
b.) Cena can be better used in a main event position without the title, people boo because he's had it to long and people are tired of him. Orton is a fresh champion really, and a Triple H fued upon his return would make very good sense and business considering how Triple H got injured.
c.) cena chasing the title is more money. Watching the face chase has always been the bigger draw and the WWE needs that right now.
d.) Mr Kennedy was just back from injury, pushing him straight into the title picture wouldn't have made sense without any build up (a good couple of months).
Orton's attitude means nothing because he's under HHH wing for one and because of who his family is. The WWE has a thing about (2nd & 3rd) generation superstars. Plus they don't want someone as good as him in the ring jumping to TNA over the fact that he's just a general ass. Not only that but Orton isn't the first guy to have a bad attitude, the truth is he doesn't rattle the wrong people which saves him greatly.
