The list shows 11 guys one of which isn't a wrestler.
I'd say it is highly possible.

They aren't listing the guys that are suspended. They are listing guys who were clients of that company that got raided in February. The report never says that those are the guys that were on steroids.

WWE was aware of many of the names months ago from a Sports Illustrated investigation and chose not to suspend the wrestlers at the time because the time frame predated the Wellness policy.
If the prescriptions did predate the policy, suspensions are questionable, but perhaps due to government pressure, WWE feels it has no choice. If the prescriptions were dated after February of 2006, the company had little choice in the matter.
Something else so people won't keep assuming that those people they listed are the ones suspended. If the last time Edge used steroids was years ago when he was injured why would WWE suspend him now? That'd be stupid. If he hasn't used the stuff in a long time then it'd be like punishing him for stopping. Same goes for Kennedy. It'd be stupid to punish him if he stopped using steroids when they made their wellness policy. I doubt WWE wants to suspend their top stars so I really don't think they'd be giving out suspensions if they didn't have to.
